The Rebuilding Center in Portland has offered basic framing courses: How to Frame a 2x4" Wall, etc. Something like this would make a good jumping off point.  It would not leave a student with the knowledge of a journeyman carpenter.

I've taken both woodworking classes and construction/remodeling classes at RBC.  My experience is that their remodeling classes like framing, electrical, and plumbing are valuable and worthwhile.  Their woodworking classes are more appropriate for someone looking to make a one-time craft project.  The Guild and other organizations (and retailers) offer better instruction for those interested in quality woodworking.  All are welcome to contact me with questions about this.
